The police don't want there to be a mass panic. I don't agree...

I do.
There were 4 more murders, the last 3 occuring simultaniously...and the last 3 are missing their heads, unlike the others.
I am still working on the vampire theory, but after the last 3, I'm not so sure...
And they've all occured at night, all essentially bloodless.

If the last three were found simultaneously in different locations we may have to deduce that we are dealing with more than one killer.

That was why I was thinking vampires, initially, due to the lack of evidence. Now, I'm not so sure. Why take the heads now, when the other bodies were left with their heads?

It is possible. But draining blood so thoroughly is no easy task. Even if it IS a copycat, they may have access to the same abilities as the original.
